Richmond Toy Library Inc. (RTL) was incorporated in 1987 by a group of parents wanting to assist families with providing their children with a a changing selection of toys for a minimum financial outlay.

The RTL is a not for profit organisation and has been established, developed and operated by volunteers. It is managed by a committee of members, elected annually by members at the Annual General Meeting. A paid part time co-ordinator was appointed in 2007. The co-ordinator is employed to help members get the most out of toy library and is available at most sessions to help with toy selection.
